The story is based on the true events of the last licensed prostitutes in the 1990s. The heroine learns the courage to stick to her ideals from her mother who was a prostitute.

Shuyan, a Chinese American lawyer raised in New York, received a letter sent from Taiwan to her deceased mother unveiling a long-hidden secret that her biological mother was someone else. She traveled to Taiwan and discovered that both mothers were once licensed prostitutes. The past of her mothers symbolized the tragic tale of licensed prostitutes in Taiwan: Living in darkness, stepping up, and fighting for their existence. They once stirred up a storm but were eventually forgotten. All these stemmed from an unjust decree, abolishing licensed prostitution.
一封由臺灣寄給已逝母親的信件，揭開了一個塵封的秘密。紐約長大的華裔律師舒妍無意中得知母親的過去，懷著不安的心情前往臺灣，發現生母另有其人，而生母和養母更曾是公娼。兩個母親象徵著臺灣公娼的悲歌：生活在陰暗下的她們，存在過，抗爭過，卻被遺忘了。這一切，源自於一項不公義的政治秀──廢娼。
