On the eve of Taiwan’s presidential inauguration, the PLA launches large-scale drills encircling the island and cuts off its energy supplies. The East China Sea is further seeded with unmanned submarines and swarmed by thousands of Chinese fishing boats.

Confronted with the crisis, senior officials in Taiwan, Japan, and the United States, fearful of the political fallout, refuse to raise the alert level. With war about to erupt, Taiwan is plunged into blackout and paralysis, while the wife of national security adviser Chang Shou-bai goes into labor with her life hanging by a thread. To break the deadlock, Japanese businessman Suguru Fujiwara sets out alone across the Miyako Strait, now a deadly corridor filled with underwater mines, vowing to uncover the terrifying truth behind the coming storm himself.
